For the reasons set forth in the Court’s Memorandum and Order on the Parties’ Cross Motions for Summary Judgment of this date, the plaintiffs’ motion for summary judgment is DENIED, the defendants’ motion for summary judgment is ALLOWED, the Board’s Decision is AFFIRMED, and the plaintiffs’ claims in this lawsuit are DISMISSED in their entirety, WITH PREJUDICE.
